Dustin Phillips is the Co-Founder and Chief Executive Officer of Opportunity Resource Services, an organization he helped launch in 2010 to disrupt generational poverty across Texas. Over the past decade, he has led the organization’s growth into a multi-program, federally funded initiative serving students and adults across North Texas, helping them access education, secure meaningful employment, and achieve long-term economic mobility.

Dustin’s work is deeply personal. Raised in a low-income household, he was the first in his family to earn a college degree. That experience shaped his commitment to expanding opportunity for others facing similar barriers. After years working in youth development, he focused his career on building systems that create lasting pathways out of poverty.

In addition to leading ORS, Dustin serves on the Benbrook City Council, where he has represented his community since 2018. He is an active voice in regional leadership and economic development efforts across Texas.

Originally from Amarillo, Dustin holds a Bachelor of Science in Church Ministry from Southwestern Assemblies of God University and a Master of Arts in Communication from the University of Texas at Arlington. He also holds professional certifications in Human Resource Management (SHRM) and Nonprofit Leadership through Texas A&M University.
